Well in most cases you wont need both photoshop and paintshop pro one of them is enough (and psp is alot cheaper).

two other programs I might want to add

Are the gimp (which is mainly a Linux program but there exist a windows version).
It is free, but it takes some time to learn it as its not following windows standards.

The other is Opencanvas which is a japanese Paint program like Painter (simpler tho). besides its rather cheap current version there is a version number one floating around which is freeware aswell.

also remember that there are 30 days trial versions for all this programs.
It might be a good start to download them and test out which program works best for you.

And then dropping hints till your next birthday has arrived ^^.

Till then using colored pencils is a good cheap alternative in my eyes .
