I've looked at alot of artist websites and some of them do this art that looks like somthin out of a GBA game and was wounderin if any body knows where i can get a cheap or free one of what ever you use to do this

It's called pixel art. You can use MS Paint to create it Some people use downloaded 'rips' from games- e.g. a character, then modify them pixel by pixel. I've not created this sort of thing before, so can't really advise.

- An art contest involves creating artwork, submitting it to the contest, then the best picture/creator wins. Contests are a pretty simple concept really

There is an on-going contest at http://pendako.syste.ms/ each month you have to draw a summon to go along with the set theme.
Other than that all I know is there used to be M.V.G.C ( monthly video game character? ) hosted here at Organic Metal but that was a bit more hard core.
