Well first you will need to know how to make faces. After that you can learn the bodies. Know the shapes and figures used to make a body. Then, I would say chibi cause it is a good exercise and it is easy. It is more simple to. Usually when you start a body (this is only most of the time), you must use a stick figure to plan things out, this is more commonly used and is best for action movement.
Remember not to become frustrated. It is hard to do bodies. IM STUCK WITH BODIES IN BEN KREFTA'S BOOK!

i wouldn't start with chibi unless that's wat u are really into since it will become a bad habbit later on when u wanna drawing normal managa style drawings and i find the public takes your work more serious when it's not chibi. well thats my 2 cents also learning a new skill like drawing never comes easy unless u find tracing drawing then it can :P but any ways ya stick with normal style get the basics down then start trying to fuse diffrent technices and such it works much better i find. Well i wanna read more msgs so ya bye! ^_^

I agree that it's a much better idea to draw accurately proportional characters first, it's easier to work backwards and simplify to Super Deformed than it is to do the reverse. After all, they don't call it "Super Deformed" without a good reason, it's good to know the default first.
Drawing Chibi is technically easier, but it stunts your skills, kinda' like using training wheels if you plan to become a professional cyclist. It's an interesting effect and a staple of anime and manga, but it slow your artistic growth and is kind of a one trick pony skill.

I agree with the above comments.
I personally think any style of art is difficult to master, but getting good at chibi manga style is easier as there are some straight forward rules that can be applied to this sort of art and once you've figured out these rules, it becomes easy to create this more simplified style time and time again.
Reaslim helps a lot more technically and stylising your work becomes easier once you have the fundemental basics worked out. Realism will help a lot more in the long run.
