These days, not too many studios trying to make money still use paint on cel technique, but back in the slightly older days, acrylic based paint of some variation or another depending on the studio was used on acetate cels... although some companies like Disney were known to have their own secret little "Magic Recipe" for paint... of course, Oil and Watercolor paints just won't work on a conventional cel for production purposes, so generally, it's safe to assume that at least the majority of production houses used acrylic based paint.

If you're interested in painting cels there are a few options I can give you.

One: Experiment first - buy a $5 set of Reeves acrylic from target, and have kinkos xerox your line art onto a plain old transparency. Paint on the back, usually takes two or three layers for an image.

Two: Go "pro" and buy acetate and real acrylics. Personally I havent gotten much into making cels myself, but I did experiment. One thing I do know is if you're serious about making a good cel, use 100% cotton gloves, other materials will scratch, and oils from your hand will ruin the image.

Apparently chromacolour deals in "animation cel paints" basicly what you'r looking for. Although it might just be plain old acrylic /shrug

But to be honest, cheapy paint worked fine for me at least to experiment with. Or you could just go with normal acrylic paints.

Oh yeah, they also used acrylic gauche paint back in the day. But apparently they stopped because of some reason, I think one was that it's too friggn expensive. It is supposed to be much more opaque (Good because if it's not opaque, if you hold it up to the light you can see through it). But opacity isnt really a problem with acrylic, especially if you paint the back white after you're done.
